Yes, the fellow standing second from right is "Uncle John" Sedgwick. This photo was taken near Brandy Station, Va. during the winter of 1863-1864. Sedgwick's headquarters was at "Farley," the Welford/Stearns home, which was only about a mile north of Meade's headquarters, which was located on a small knoll east of Fleetwood Hill.
I don't know who the other general is, but I'll see if I can't figure it out.
By the way, for a good overview of the Union winter camps in Culpeper County, see Clark B. Hall's "Season of Change: The Winter Encampment of the Army of the Potomac, December 1, 1863 - May 4, 1864" in Blue & Gray Magazine , Volume VIII, Issue 4 (Spring 1991).
