No they were not standard issue.

And, IMHO...
Whether private purchase or sent from home, there is no way to count or capture numbers to be able to base any kind of "percentage" on.
Both "military" and "civilian" styles appear in a few Period images, however, for men wearing buttoned closed coats, blouses, and jackets it is problematic to speculate.
The men one sees in Period images wearing vests, are men one sees in Period images wearing vests.
