Looks like a Fed. overcoat, and it's missing the top two buttons.

Notice his auction says all items sold "as is". It would be up to the buyer, if they changed their minds, to prove the soldier wasn't Confederate. Even though the coat appears to be Federal, how does one prove the soldier wasn't. A little mis-advertising goes a long way. Be interesting to see if anyone wants to meet the reserve price based on the assumption the subject is Confederate.
