The jacket is a roundabout. The stripes are definitely veteran stripes. There are nine buttons down and there is no officer insignia so this man is an enlisted. I agree with Doug Cooper. This man looks like he is from the West. My guess is Ohio or Illinois. There is an Osprey publishing book that talks about the Illinois and Ohio soldiers wearing state jackets like this. They wore these jackets at least until 1864. The only question are the trousers. They look dark blue, but that could be a photographic error.
