    Home Depot planned

    Route 3 project in the works A Maryland-based developer has plans to locate a Home Depot on State Route 3 west in Spotsylvania County, which would be the area's third major home-improvement chain on that roadway.

    The plans are part of Harrison Crossing, a retail development proposed by M.O.R. Acquisitions. In addition to the 134,000-square-foot Home Depot, the center--to be located near the commuter parking lot--may also possibly include a fast-food restaurant, pharmacy and bank.

    The project is not a done deal. The 18.5 acres need to be rezoned from residential to commercial. The developer plans to submit a rezoning request in February.

    M.O.R. also may seek to have an additional 4.5-acre parcel behind the development rezoned to accommodate 25,015 square feet of specialty retail space.

    "We feel that it's uniquely situated to intercept westbound traffic on Route 3 and serve the residents to the south of our project," said Joel Dicker, M.O.R.'s project planner and senior vice president of acquisitions and development.

    About 50 residents who live near the proposed shopping center gathered at Chancellor Elementary School this week to share their concerns with the developer.

    The Wednesday night meeting was the second time the developer has met with residents. The first gathering was held Dec. 3.

    During the two-hour meeting, residents voiced concerns over increased traffic.

    "Traffic is already what I call 'paralyzing,'" one Spotsylvania woman said. "What is Home Depot going to do to fix that?"

    According to John Riley, traffic engineer at Kimley-Horn & Associates--a Richmond group enlisted to study the project--the development would generate about 200 vehicles an hour. But he said the developers will ask the county to add two signals and extended turn lanes along State Route 3.

    Harrison Crossing would be bound by Plank Road, Harrison Road, Old Plank Road and the commuter lot.

    Spotsylvania resident Nancy McNamara said she welcomes commercial and economic development, as long as it's the right kind.

    "I can't see why we need another Home Depot when we have a Lowe's," she said. "Surely we don't have to replicate what's already here."

    Home Depot has another location on State Route 3 in Fredericksburg near Interstate 95. And Lowe's has a store in Fredericksburg's Central Park, situated just off State Route 3 between the city's Home Depot and the proposed Spotsylvania location.

    One of the main goals of the project is to keep retail sales taxes in the county, said Samer Shalaby, project manager of Development Consulting Services in Spotsylvania. His group sponsored the meeting.

    "Home Depot's revenue will come to Spotsylvania County and keep patrons from taking business to Lowe's in Central Park and have you spend less time in traffic by having to drive to Fredericksburg," he said.

    Raymond Luiggi, 77, has lived in Spotsylvania for 10 years. Although he's not too excited about a Home Depot coming, he knew something would eventually end up there.

    "I'm more concerned with bringing businesses to the area and taking dominance away from Fredericksburg," he said.

    Developers hope to break ground on the project this fall and have Home Depot up and running by the summer of 2005, Shalaby said.
